The First Amendment provides that Congress make no law respecting an establishment of religion or prohibiting its free exercise. It protects freedom of speech, the press, assembly, and the right to petition the Government for a redress of grievances. The Second Amendment gives citizens the right to bear arms.

The Restrict Act (S. 686) is a government bill that would allow the federal government to review and prohibit certain transactions between persons in the United States and foreign adversaries, including any acquisition, importation, transfer, installation, dealing in, or use of any information and communications technology product or service.
