李強在所謂人大會議發表的工作報告，報告標頭竟然沒有提及李強的正規官銜，衹是報告內容一開始提及《國務院總理李強》。這是一份正規報告嗎？
李強以什麼身份發表工作報告？李強只代表國務院發表報告？他不代表中共中央政治局常委？這是否證明人大會議並不是向中共中央政治局負責?
